State Specific Texts

What is this? I noticed this year that my son's textbooks were all the FLORIDA EDITION. The publisher also published editions for other states. It took my most of the school year to figure this out, but the edition of the textbooks is to prepare the students to take the Florida Comprehensive Assessment Test that is administered each spring. While I don't have a problem with an assessment for progressing to the next grade, why does it have to be specific to Florida? Why not something more like the ACT or SAT that is more general in nature and really assess how a student is doing?
